According to images released by Tesla, the 'bus-like' vehicle would run people around a city at maximum speeds of 124 miles per hour.
The design would be mostly glass and inside seating for passengers.
The Master Plan was first made public in 2016, which is an outline the company hopes to complete over the next decade.
The document's vision includes Tesla's electric compact vehicles, the Cybertruck and Cyberquad, according to Electrek.
Musk has noted that the Cybertruck would be Tesla's last new product for a while, but following the Master Plan, the firm could be set to launch a new transportation vehicle.
