1st, the man in question in inside the security perimeter that attendees are not permitted inside. This is fenced off pathway, with fences to both the left and right of a person as they might walk in front of Charlie. He is part of the security team for Charlie and is why he is where he is. He seems to me to be adjusting his shirt sleeve or perhaps making a quiet signal to Charlie or another security team member. I do not see a gun barrel sticking between his fingers. The video is indeed low enough resolution to not show clearly why there does appear to be something there, but neither is it clear enough to identify a gun barrel. To say it is is merely giving voice to one's imagination. 2nd, all palm pistol designs, of necessity and by their nature are pipsqueak caliber devices. Usually not even as powerful as .22LR, but more often in the lesser .22Short. Yes, a pistol caliber shot to the neck could produce an impressive wound that would be devastating,...and indeed, when I first saw the video of Kirk's death, I momentarily devised it must have been a major caliber handgun, such as a .45 because of how devastating the entry wound was and the volume of bleeding. A .22 or .25 or even .30 caliber pipsqueak round would not have resulted in that. Because it is plain to me that the man in the video is one of the security team, I'm certain Charlie's people know who he is. If they have seen this footage and have any reason to suspect it is in any way an indication of his involvement, they would confront him. I'll have to check the footage of Charlie's evacuation to see if he was one of the people assisting in scooping him up to transport.
You can also see from this angle that the man in question was directly next to some other people who would have definitely heard the loud shot from the man's palm pistol if he had one. In barrels that short, even a mere .22Short would have been as loud as a firecracker. Nobody near him would have been confused that something had occurred coming from him. As well, I see no evidence of any gunsmoke or other evidence of discharge emanating from his hand. And as well, one can see from this angle the man was not nearly as close as the video you showed me makes him seem to be. Palm pistols are only meant for use extremely up close and are notoriously hard to be accurate with beyond 10 feet. This distance appears to be closer to 25 feet or so, and to make an unaimed shot from below line of sight (with any pistol) on a target area the size of your hand is rather improbable.
