A large portion of the money has been awarded to pass-through shell company schemes during that time. The companies get no-bid contracts, skim over half of the money off the top and subcontract out nearly all of the work. Taxpayers are defrauded and communities that were intended to have been helped lose opportunities.
Melayne Cromwell, the contract manager for ATI Government Solutions, said that the company only does about 20% of the work and the rest is subcontracted out. The SBA requires the company to do 51% of the work. Arian Hart, the Tribal Chairman of the Susanville Indian Rancheria, said that if his tribal coalition appeared to be the owner of O'Keefe's fake company, it would be easier to get a SBA 8(a) contract and that as much as 51% of the company would have to be given to them on paper. Melayne revealed that ATI Government Solutions was founded in collaboration with the Rancheria by two Caucasian executives, Firmadge Crutchfield and Scott Deutschman, who manage all of the operation, by their own admission in a 2024 article. Firmadge's fiance, Marina Mulyayeva, is the CFO of the company.
